PROBLEM TO BE SOLVED: To arrange a base for adding various functions by reducing the number of circular arc counters or the amount of data of winning values necessary for realizing a plurality of probabilities of winning. SOLUTION: In order to realize two probabilities of winning, '1/13' and '1/7', two 'circular arc counters' so many as the probabilities of winning are arranged to make the first circular arc counter 11 correspond to the '1/13' as one 'probability of winning', and the second circular arc counter 12 to the '1/7' as the other 'probability of winning', so that the counters correspond to the 'respective probabilities of winning'.
