PROBLEM TO BE SOLVED: To provide a developing roll capable of preventing the density irregularity of an image. SOLUTION: In the case of measuring the surface potential of a conductive elastic layer 2 while moving a probe 4 at the speed of B mm/min in the image area of the layer 2 in an axial direction at a position obtained by rotating the developing roll by 90°in a rotating direction from an electrifying position in a state where the developing roll is rotated in a peripheral direction at the rotating speed of A rpm while electrifying the surface of the layer 2 linearly in the axial direction by a corotron 3, the value of B/A is set to the range of 2 to 6. In such a case, the frequency component of the surface potential being <1 Hz is <60 V and a difference between the maximum value and the minimum value of the frequency component being≥1 Hz and <10 Hz is <20 V.
