PROBLEM TO BE SOLVED: To quickly stop an engine by reducing operation resistance when an engine stopping lever starts to push in a governor lever toward an engine stopping position STP by reducing a pushing-in starting opening angleθ2. SOLUTION: In an engine stopping operation state, an engine stopping pushing-in surface part 11 of the engine stopping lever 7 stops the engine by pushing a stopping passive surface 9 of the governor lever 3 in the engine stopping position STP of a fuel quantity adjusting tool 2. A stopping operation surface 8 of the engine stopping lever 7 is formed in a recessed curved surface shape. A tangent 13 of a fuel restricting receiving surface part 10 is constituted so as to form a rake opening angleθ1 inclining to the side for approaching a fulcrum 15 of the governor lever 3 to a virtual straight line 12 for connecting the fuel restricting receiving surface part 10 of this stopping operation surface 8 and the engine stopping pushing-in surface part 11.
