PROBLEM TO BE SOLVED: To cut down a cost by the reduction of a working cost and the substantial reduction of a sleeve cost by shortening workhours and enabling a large number of recyclings by decreasing the frequency of scrap treatments on the assumption that through-holes for a wiring and piping are adapted to the conditions of a fire-resisting partition wall and a slab when the through-holes are formed by using a sleeve in the case of the construction of a concrete wall and a floor slab. SOLUTION: In a method in which the through-hole is formed in the case of the execution of works of the concrete wall or a floor, at least one end of the external-surface tapered polyethylene sleeve 1 having a fixed draft is fixed onto the internal surface of forms 2a and concrete 4 is placed, the forms are removed, the polyethylene sleeve 1 is extracted and the extracted sleeve 1 is reused in the case of the next execution of works.
