PROBLEM TO BE SOLVED: To provide a method and a device for press-forming formed goods having a closed cross-sectional shape by pressing without using a core. SOLUTION: The final shape having the closed cross section is formed by holding a base stock 704 of a steel sheet which is formed in an intermediate shape in which both right and left side face parts 73, 74 are extended from both right and left ends of a bottom part 75, the left part 71 of the top part is extended from the upper end of the left side face part 73, the right part 72 of the top part is extended from the upper end of the right side face part 74 and the bottom part 75 and the right side face part 74 are opened at a prescribed angle to the final shape is formed into the final shape having a closed cross section with a lower die 20 which is abutted on the bottom part 75 and part of the left side face part 73 and a upper die 30 which is abutted on the rest part of the left side face part 73 and the left part 71 of the top part, abutting it on the right side face part 74 and the right part 72 of the top part and bending the right side face part 74 relative to the bottom part 75 with a rotating die 40 which is rotated by taking the vicinity of the right end 77 of the bottom part as the center of rotation by a rotating mechanism 50.
