PROBLEM TO BE SOLVED: To deliver a steel strip S from a pay-off reel 1 in a consistently traveling condition without any meandering or sheet escape. SOLUTION: After the outer circumference of a coil is held by a holding roll 17, the holding pressure of the holding roll 17 is reduced to bring side guides 22R and 22L into contact with both ends in the width direction of the steel strip S, and the steel strip S is delivered from the pay-off reel 1. Upper displacement of the steel strip S is regulated by the holding roll 17, and the displacement in the width direction is regulated by the side guides 22R and 22L. As a result, the traveling condition of the steel strip S delivered from the pay-off reel 1 becomes consistent. COPYRIGHT: (C)2003,JPO
