METHOD FOR ENCODING AND DECODING MOVING PICTURE

PURPOSE: A method for encoding and decoding a moving picture is provided to prevent the accumulation of errors by offsetting generated rounding. CONSTITUTION: In case that an input image is encoded as a P frame, a block matching unit uses one of a plus rounding method and a minus rounding method in the interpolation operation of strength values of points in which pixels do not exist. The block matching unit generates information determining the rounding method used in the interpolation operation, and outputs generated information to a multiplexer. The multiplexer multiplexes information determining the rounding method into information about quantization coefficients and motion vectors of the P frame.
