<p><P>PROBLEM TO BE SOLVED: To provide a locking and unlocking system of a door allowing a person having no key to lock or unlock the door. <P>SOLUTION: When a receiving device 2 receives input data transmitted from a user's transmitter 5, the input data is transmitted to a user discriminating section 32 of a locking and unlocking instruction detecting device 3. The user discriminating section 32 collates the input data with personal data stored in a personal data storage section 31 to discriminate the user. When the input data coincides with the personal data to discriminate the user, the input data is transmitted to an instruction discriminating section 35. The instruction discriminating section 35 collates the input data with instruction data stored in an instruction data storage section 34 to discriminate an instruction for locking or unlocking the door.
