PROBLEM TO BE SOLVED: To provide a carrier detecting circuit capable of obtaining a stable detection level without generating any erroneous pulse due to a noise and a receiving circuit using this carrier detecting circuit. SOLUTION: A plurality of carrier are defined as one group, and the presence or absence of those carriers is detected, and when the time width of the group of the detected carriers exceeds a prescribed judgement value, the detection level is set so as to be increased, and when the time width of the group of the detected carriers is not more than the prescribed judgement value, the detection level is decreased or prevented from being increased.
