PROBLEM TO BE SOLVED: To provide an orifice forming member by which an orifice can be easily formed. SOLUTION: The orifice forming member 10 is provided to a flow passage forming member 20 in which a first flow passage 24 and a second flow passage 26 are formed on both sides across a partition 22. Further, the member 10 is provided with an exposed wall 12 exposed to both the first flow passage 24 and the second flow passage 26 and brought into contact with an end edge 28 of the partition part 22 (α), and an orifice groove 14 which forms an orifice flow passage 18 that is opened to the exposed wall 12 and communicates the first flow passage 24 with the second flow passage 26 by extending its opening 16 over the first flow passage 24 and the second flow passage 26 at a space in-between the end edge part 28 of the partition part 22 (β).
