PROBLEM TO BE SOLVED: To enable a speechless telephone response in the environment that it is not desired to listen to a responding voice. SOLUTION: A response audio signal comparatively frequently used for a telephone conference is stored in a storage part 38, and in the state of cutting off a microphone 31, the responding voice is read and displayed on a display part 29 as a character example. When such character examples are selected one by one, a selected display sentence is composed in voice by an audio composition part 36 and a synthetic signal thereof is transmitted to a party.
