PROBLEM TO BE SOLVED: To improve the convenience of a user, and to prevent any unexpected disadvantage due to any false paper money, and to contribute to the maintenance of sound transaction in an economic society by providing a paper sheet discriminating device for judging that true paper money whose characteristics are different are true paper money, and for improving the judging performance of any false paper money. SOLUTION: This paper sheet discriminating device having a reading means for discriminating sheet is provided with a management symbol reading means for reading a management symbol recorded in the paper sheet and an identification reference changing means for changing an identification reference for discriminating paper sheet based on the management symbol.
