PROBLEM TO BE SOLVED: To cool a radiator while maintaining excellent drivability. SOLUTION: An engine ECU 300 controls motors 220, 270 rotating electric fans installed in radiators 200, 250 exchanging the heat of cooling water of an engine 100. The electric power generated by the engine 100 is supplied to motors 220, 270. The engine ECU 300 comprises a temperature sensor 120 detecting the temperature of the cooling water, a linear drive circuit 310 controlling a current flowing in the motor 220 based on the temperature of the cooling water detected by the temperature sensor 120, an on-off driving circuit 330 on-off controlling the motor 270, a CPU 320 stopping the control by the linear driving circuit 310 and starting the control by the on-off driving circuit 330 when the water temperature of the cooling water reaches the predetermined temperature.
