PROBLEM TO BE SOLVED: To provide a solid catalyst component for polymerizing olefins and a catalyst which can obtain polymers of olefins in a very high yield, and particularly can obtain a propylene polymer in a very high yield while high stereoregularity is maintained. SOLUTION: The solid catalyst component for polymerizing olefins is prepared by bringing (a) a magnesium compound, (b) a tetravalent titanium halide compound, (c) an electron-donating compound, and (d) a halogen-containing polysiloxane to be represented by formula: X (R<SP>1</SP><SB>2</SB>SiO)<SB>n</SB>SiR<SP>2</SP><SB>2</SB>X into contact with one another, and the catalyst is disclosed.
