PURPOSE: Provided is a water breakdown generator core with high efficiency of activated oxygen (OH¬-, O¬-) and ozone (O3) generation, and further provided are a water breakdown generator with the water breakdown generator core, and a water treatment system using the water breakdown generator. CONSTITUTION: The core comprises a frame(10) with a main body, a right side support(11) attached to right side of the main body, a left side support(12) attached to left side of the main body and a plurality of middle supports(16) provided between the right side support(11) and the left side support(12), each support being greater than the main body in height; a first conductive coil winding the main body to surround the front and back surfaces of the main body; a second conductive coil winding the main body to surround the right support(11) and the left support(12), a first potential equalizing unit for equalizing potentials of the first coil, a second potential equalizing unit for equalizing potentials of the second coil, and a plurality of insulating lines diagonally winding the main body between the first and second coils.
