PROBLEM TO BE SOLVED: To obtain continuous expansion plans from the video data obtained by shooting the inside of a sewer by a general device. SOLUTION: This device comprises a video data input device 36 for taking in the image data of a sewer wall face 11, an expansion plan processor 37 for preparing an expansion plan for each frame based on the image data, and then compounding the expansion plans for a plurality of frames, and an expansion plan outputting device 39. The expansion plan processor 37 is provided with a storage part 42 for storing input image data, a correction processing part 43 for correcting any deviation due to the optical axis deviation of the video camera 35, a development processing part 44 for preparing the expansion plan from the optical axis-corrected image data, a development data storing part 45, a data matching part 46 for adjusting inter-image data deviation for each frame, and an expansion plan preparing part 47 for preparing an expansion plan by compounding the expansion plans after the deviation is adjusted.
