<P>PROBLEM TO BE SOLVED: To provide an optical retardation plate which is easily and stably manufactured and a circularly polarizing plate. <P>SOLUTION: The optical retardation plate comprises a first optically anisotropic layer consisting of a vertically aligned discotic liquid crystal compound with π phase difference and a second optically anisotropic layer consisting of a vertically aligned discotic liquid crystal compound with π/2 phase difference laminated to each other and is characterized in that the discotic liquid crystal compound of the first optically anisotropic layer is aligned by a liquid crystal alignment layer so as to have the optic axis in a direction practically orthogonal to a rubbing axis and the discotic liquid crystal compound of the second optically anisotropic layer is aligned by a liquid crystal alignment layer so as to have the optic axis in a direction practically parallel to a rubbing axis.
