<p><P>PROBLEM TO BE SOLVED: To immediately dispatch a visitor in case of emergency by monitoring the current position of the user of a care service. <P>SOLUTION: The welfare-supporting system comprises a user terminal 2 that is fitted to a user 1 for outputting a current position having a user ID by radio waves when the current position deviates from an activity range by calculating the current position of the user by a GPS signal, a user database 31 for storing user information including the care level and health state of each user, and a map database 35. When the current position having the user ID is received from the user terminal, a location map range 54 including the current position is extracted from the map database for displaying on a display 39a. The current position is superposed on the location map range for display.
