PROBLEM TO BE SOLVED: To provide an electrophotographic toner and a developer excellent in low temperature fixing property and offset resistance. SOLUTION: In the electrophotographic toner containing toner particles containing at least a binder resin, the binder resin contains a resin A having a softening point of 120 to 170°C and a glass transition temperature of 55 to 75°C, a resin B having a softening point of 90 to 120°C and a glass transition temperature of 58 to 75°C and having a <5 mass% chloroform insoluble fraction, and a crystalline resin C having a melting point of 80 to 140°C. Further, fine particles are incorporated into the toner particles, and the number of toner particles containing particles having the particle size from 1.0μm to 2.0μm as the above fine particles is specified to the half or less of the toner particles on the number basis in the above electrophotographic toner.
