PROBLEM TO BE SOLVED: To reset a resistance value as a proper value according to the change of the communication environment of a communication cable. SOLUTION: This resistance setting device 130 is configured to set the resistance value of a variable resistance 140 of a frequency filter having a coil 122 and the variable resistance 140, which is arranged on cables 52 and 54 for connecting a managing device 100 to a managed device 200 to be connected to the managing device 100 each time it is started. This resistance setting device 130 is provided with a restart part 152 for restarting the managed device 200 concerning the plurality of resistance values of the variable resistance 130, a storage part 154 for monitoring a connection request at the time of restarting the managed device 200 for each of the resistance values, and for storing the request result, and a setting part 152 for setting the resistance value of the variable resistance 130 based on the request result stored in the storing part 154.
