PROBLEM TO BE SOLVED: To improve vibration-proof and sound-proof performance of a damper by reducing a spring constant of an elastic body 13, and also to improve its mountability to an inner surface of a hollow shaft. SOLUTION: A portion of a fixing plate 11 from a tapered portion 11b to a cylindrical portion 11c is divided by slits 11d in the circumferential direction to give appropriate spring action in the radial direction. Accordingly, the fixing plate 11 is able to abut in the inner surface of the hollow shaft with sufficient interference. An elastic body 13 is made of a rubber-like elastic material for connecting a radial portion 11a of the fixing plate 11 with a mass body 12. As a result, the elastic body 13 deforms by shear when radial vibration is applied. Therefore, its resonant frequency can be set to be low by reducing the spring constant of the elastic body 13.
