PROBLEM TO BE SOLVED: To provide an on-vehicle internal combustion engine, temporarily storing heat with a thermal storage device, having a function to use the stored heat, and capable of optimizing starting conditions of the engine by supplying the stored heat to the engine at suitable time. SOLUTION: An electronic control device 30 detects the closest event with a starting timing of an engine 10 compared with a first trigger as a second trigger after performing first preheating before starting the engine 10 based on the first trigger. Second preheating is performed when the detection timing of the second trigger passes a prescribed period after termination of the first preheating.
