PROBLEM TO BE SOLVED: To discriminate an intruder into a monitor area. SOLUTION: A transmission wave preparing means 17 prepares a transmission wave by spread-spectrum modulation of a carrier wave by using a basic pseudo noise code and emits the resultant transmission wave from a transmission antenna 18 to a detection area in a monitor area, a demodulating means 22 in versely spreads the reflected wave of the transmission wave received by a reception antenna 21 by using the carrier wave to extract a reception pseudo noise code, a correlating means 24 detects the correlation level of each delayed pseudo noise code delayed from the basic pseudo noise code in accordance with a plurality of detection distances in the monitor area by a delay means 23 and the received pseudo noise code, and a detecting means 26 compares correlation levels stored in a storing means 25 in accordance with the detection distances in the monitor area in a state that no intruder exists in the monitor area and the correlation level detected by the correlating means.
