PROBLEM TO BE SOLVED: To reproduce recorded video signals whenever possible even when abnormality occurs in a recording medium in a video signal recording and reproducing device which reproduces the video signals while recording them in a randomly accessible recording medium. SOLUTION: Compression encoded signals obtained by reception are time- compressed by a time compression means 504, recorded in a first recording medium by a randomly accessible first signal recording means 512a and also recorded in a second recording medium by a second signal recording means 512b. The compression encoded signals are obtained by reproducing the one to perform normal recording and reproducing operations of the recording media, they are decoded by a compression encoded signal decoding means 522 and the video signals for display are obtained.
