PROBLEM TO BE SOLVED: To reduce a processing load of a transaction distribution server. SOLUTION: A terminal separates a telegraphic message into a request telegraphic message which holds management information, and request contents which hold contents information, and transmits the request telegraphic message to the distribution server. The distribution server decides the distribution place transaction of the transmitted request telegraphic message and transmits the request telegraphic message to a main server for carrying out the transaction. The main server receives the request contents from the terminal on the basis of the transmitted request telegraphic message, carries out prescribed processing, and transmits response contents which hold the contents of the processing, to the terminal, while transmitting a response telegraphic message which holds the result of the processing, to the distribution server. The distribution server receives the response telegraphic message and transmits the response telegraphic message to the terminal.
