PROBLEM TO BE SOLVED: To provide a light collecting device and system enhancing the efficiency of using the sunlight received, without increasing their heat radiation areas. SOLUTION: A CPC heat collector 21 which heats heat collecting pipes 3 by collecting solar heat comprises a plurality of CPCs 1 each having at least one opening 11, a light-collecting reflector 12, and the heat collecting pipe 3. The opening 11 receives sunlight. The light-collecting reflector 12 collects the sunlight transmitted through the opening 11. The heat collecting pipes 3 are heated by the reflector 12. The plurality of heat collecting pipes 3 are interconnected. Further, the total open area of the opening 11 is wider than the total heat radiation area of the heat collecting pipes 3.
