PROBLEM TO BE SOLVED: To rapidly, securely and efficiently improve consolidation of water bottom soft ground. SOLUTION: An impervious caisson body 1 having a vertically cylindrical wall 1a piercing into the ground at the periphery, closed at the top 1b and opened at the lower end, is used. A plurality of drain pile driving sections 10 are set with a distance at the surface of the water bottom soft ground. A number of vertical drain piles 12, 12, etc., are driven from the water bottom soft ground surface at every drain pile driving section, and a horizontal drain material 13 tied to each vertical drain material is laid on the water bottom soft ground surface, the impervious caisson body 1 arranged to cover the upper face of the material 13 is put on by making the impervious wall 1a penetrate the soft ground, and an impermeable shield material 2 between the impervious caisson bodies is put astride over the impervious caisson bodies 1 at the soft ground surface between adjacent caissons 1. After that, the insides of the horizontal drain materials of the impervious caisson bodies installed adjacent to each other are vacuumized simultaneously to dewater the water bottom soft ground for consolidation improvement.
