PROBLEM TO BE SOLVED: To provide a catalyst component for polymerizing olefins which has a high activity for hydrogen, and can obtain a polyolefin having excellent stereoregularity in a high yield, and a catalyst containing the catalyst component. SOLUTION: The catalyst for polymerizing olefins is formed from a solid catalyst component for polymerizing olefins to be obtained by bringing a solid component containing magnesium, titanium, an electron-donating compound, and a halogen atom to be prepared by bringing a magnesium compound, a titanium compound, and an electron-donating compound into contact with one another into contact with an ether compound, an organoaluminum compound to be represented by formula: R<SP>1</SP><SB>p</SB>AlY<SB>3-p</SB>(wherein 0<p≤3), and an organosilicon compound to be represented by formula: R<SP>2</SP><SB>q</SB>Si(OR<SP>3</SP>)<SB>4-q</SB>(wherein 0≤q≤3).
