PURPOSE: An envelope for keeping stamps, and a manufacturing method and device thereof are provided to cut left and right sides of adhesive parts made by sticking two films at a constant width and to cut the outside of the adhesive part at the same time as adhere the left and right adhesive parts. CONSTITUTION: A device for manufacturing a stamp keeping envelope for inserting and attaching stamps to a stamp album is composed of an operation table(110) mounted on a frame; a supporting body(120) installed on the operation table; a processing roller(130) installed at a lower end of the supporting body; a pressing roller(140) disposed at the lower end of the supporting body; a vibration plate(150) installed to the table directly under the processing roller; a driving unit driving the vibration plate; and a control unit(170). Supersonic adhesive blades of the processing roller are embossed on an outer peripheral surface of the left and right sides of a roller body, cutting blades keeping regular intervals are engraved at the outside of the supersonic adhesive blades, and cutting blade-protecting units are carved at the outside of the cutting blades, respectively.
