PROBLEM TO BE SOLVED: To solve the problem of the inability for a conventional system to control inching control objects across different models and different manufacturer's inching operation control systems, even though it is installed in the same power plant, public system and factory. SOLUTION: An inching operation control system connects a plurality of inching operation control systems A and B with different communication protocols via a communication line, provides protocol translation function parts respectively with the each control system A and B the different protocols, and performs inching control, even of the inching control objects across the control systems A and B with the different protocols by inching operations through the function parts.
