<P>PROBLEM TO BE SOLVED: To permit a sound reproducing terminal to exercise file operation implementation right or to perform streaming distribution of sound data to the terminal. <P>SOLUTION: When a request for the file operation implementation right is received in a step S31, whether a terminal outputting the request is a sound reproducing terminal (of the same network e.g.) which may be permitted to exercise the file operation implementation right is judged in a step S32. When the right is permitted, the terminal is informed of the permission of the right in a step S33 and file operation implementation processing is performed by sound reproducing terminal equipment in a step S34. When the right is not permitted, denial of permission of the right is informed of in a step S35. When the right is not permitted or the right is not requested, streaming distribution processing of compressed sound data is carried out in a step S36.
