The tool has a body (1) for pivoting about the axis of the cylindrical envelope and carrying a cutting blade (2) mounted slidingly on it, and having a block stop (4) disposed along a non-zero angle w.r.t the transversal plane of the cylindrical envelope. The cutter blade slides in a plate (9) mounted on this body and pivoting about an axis (7) parallel to the sliding direction of the cutting blade.
