<P>PROBLEM TO BE SOLVED: To provide an evaluation device and an evaluation method of an electrolyte film in which both an absorption characteristic and a proton conductivity of the electrolyte film can be measured simultaneously. <P>SOLUTION: (1) This is the evaluation device 30 of the electrolyte film which has a fluid supply means 32 to supply fluids 33, 34 to a measurement subject 31, a measuring means 51 of an absorbed amount to measure the absorbed amount of the fluid of the measurement object, and a measuring means 52 of the conductivity to measure the proton conductivity of the measurement subject. (2) The measurement subject is the electrolyte film. (3) The fluid is steam. (4) Measuring condition changing means 33, 34, and 59 to change the measuring condition are provided. (5) This has a means to measure the fluid absorbed amount and the measuring means of the conductivity to measure the proton conductivity for one or more electrolyte films arranged in the same condition.
