PROBLEM TO BE SOLVED: To provide a method for measuring a processing delay in an ATM system for measuring a processing delay time in a real operation in an ATM system by using not any OAM cell or measuring equipment but a measuring cell. SOLUTION: A processing part for inputting an ATM cell is configured to set a payload type bit column indicating that a measuring cell is present in an ATM header, and to generate a measuring cell by setting a header and real data in the payload. This measuring cell is constituted of a leading cell including real data, continuous cells including following real data, and a last cell which does not include any real data, and information indicating the classification is set in the header in the payload, and information indicating the input time of the cell, the assembly time of the last cell, and the place of the processing part is set in the payload of the last cell, and the measuring cell is outputted. At the time of receiving the outputted measuring cell, the processing part detects the last cell from the classification of the measuring cell so that the delay time of each processing can be measured.
