A technique of calculating an optimum personnel organization and an optimum service schedule so as to maintain the price competitiveness without lowering the wage level. A service schedule calculating device comprises a database (2) where the kinds and number of parts necessary for a product and production units are stored, a database (4) where the man-hours necessary for the number of parts produced in a unit period is stored for each production unit, means (4c) for calculating the number of man-hours necessary for a production unit by specifying the kinds and number of parts necessary and a production unit for a given number-of-products plan, a database for calculating a wage when a service hour is determined for each personnel kind, a database (9) where the constraints on the personnel organization are stored, a database (10) where constraints on the labor management are stored, and means for searching for a personnel organization and service schedule minimizing the total wages while satisfying the man-hours necessary for a production unit when the necessary man-hours are calculated.
