The inventive system controls an internal combustion (IC) engine having an intake manifold with both an electronically-controlled throttle device, for controlling flow into the manifold, and a further electronically-controlled device such as a variable cam timing system for controlling fuel flow from manifold into cylinders. A target engine speed is obtained, and both electronic devices are controlled in accordance with actual speed, target speed and commands to each device. Independent claims are included for a method of controlling speed of an engine, and an article of manufacture.
