<p>A dispersion compensating optical fiber that does not cause a loss increase even if wound on a small reel and that has stabilized temperature characteristics. A dispersion compensating optical fiber is formed that, at at least one wavelength of 1.53 - 1.63 μm, has a bending loss of 5 dB/m or less for a bending diameter of 20 mm, a wavelength dispersion of -120 ps/nm/km or less, a cut-off wavelength of 1. 53 μm or less in the state of use, a clad outer diameter of 80 - 100 μm, a coating outer diameter of 160-200 μm, and a coating resin surface stickiness of 10 gf/mm or less. Set b/a at 1.5 - 3.5, c/b at 1.2 - 2.0, a core radius at 4 - 8 μm, Δ1 at +1.6% - +2.6%, Δ2 at 0.30 % - 1.4 %, and Δ3 at 0.30% - +1.0%.
