A proton conducting electrolyte membrane obtainable by the steps: (A) swelling of a polymer film with vinyl-containing phosphonic acid-containing liquid and (B) polymerization of the liquid containing vinyl-containing sulfonic acid is new. Independent claims are included for: (1) a fuel cell containing one or more membrane electrolyte units; and (2) membrane/electrode units containing at least one electrode and at least one membrane.
