PROBLEM TO BE SOLVED: To provide a heat insulating device for a moving device with an engine which keeps a seat of a vehicle with a structure to expose a driver to the outside air warm and is advantageous in terms of an energy-saving effect. SOLUTION: The heat insulating device for the seat which is one embodiment of the invention comprises a thermal storage body (1) formed by filling the inside of a sealed container (1a) with a heat insulating agent (1b) absorbing and releasing latent heat along a phase change, a heating plate (2) heating the thermal storage body (1), a mat (3) housing the thermal storage body (1) and the heating plate (2) and having a shape conforming to the seat of the moving device with the engine, a heat transmitting body (4) transmitting the heat from the external wall surface of an exhaust heat releasing part (E1) of the engine to the heating plate (2), and a heat buffering body (5) provided between the external wall surface of the exhaust heat releasing part (E1) and the heat transmitting body (4) and adjusting the thermal conductivity between them.
