PROBLEM TO BE SOLVED: To lighten the load on a worker, and to reduce the man hours by automating the work in a device and a method for assembling cardboard in a pipe. SOLUTION: The device for assembling cardboard in the pipe comprises a winding mechanism 1 to wind a rectangular cardboard by predetermined turns, a pipe carrying mechanism 2 to carry the pipe in the vicinity of the winding mechanism 1, and an inserting mechanism 3 to insert the cardboard wound in the pipe, and the cardboard winding work, the pipe carrying work, and the work for inserting cardboard in the pipe are continuously and automatically performed thereby.
