PROBLEM TO BE SOLVED: To further suitably execute a plurality of controls on control of an internal combustion engine. SOLUTION: Whether or not a condition except for a predetermined condition among execution conditions of the respective controls is realized, is discriminated by an each control determining means arranged in response to the plurality of respective controls on the control of the internal combustion engine. Whether or not the predetermined condition is realized, is discriminated by a predetermined condition determining means arranged separately from the each control determining means. When determining that the predetermined condition is realized by the predetermined condition determining means, control of realizing the whole execution conditions is executed according to priority.
