PROBLEM TO BE SOLVED: To provide an apparatus for improving contaminated soil for improving the contaminated soil, and a method for improving the contaminated soil. SOLUTION: A first ozone mixer 18 communicates with a first reaction tank 22 and a first ozone water jetting nozzle 26 is provided at the front of the first reaction tank 22. The first ozone water jetting nozzle 26 is connected with a first mixing cylinder 28 into which the contaminated soil is carried. The first mixing cylinder 28 is connected with a first contaminated soil reaction path 30. The first contaminated soil reaction path 30 is connected with a second mixing cylinder 32. In addition, a second ozone mixer 40 is connected with a second reaction tank 46. A second ozone water jetting nozzle 50 is provided at the front of the second reaction tank 46. The second ozone water jetting nozzle 50 is connected with the second mixing cylinder 32 and the second mixing cylinder 32 is connected with a second contaminated soil reaction path 52.
