PROBLEM TO BE SOLVED: To prevent the deterioration of nitrogen compound-removing capacity along with a reduction in outdoor temperature in a sewage treatment device for removing phosphorus and nitrogen compounds. SOLUTION: The removal of the nitrogen compounds is performed by electrolysis. Nitrate ions and nitrite ions are converted to ammonia by a reduction reaction in an electrolytic cell arranged as a preceding process to a phosphorus removing electrolytic cell.
