The apparatus has a multimedia broadcast/multicast service (MBMS) layer placed between cells. Individual layers (1503) receive respective service data from service centers and transfers them to the cell requesting a corresponding individual service. A common multimedia broadcast/multicast control layer (1504) receives a common service data from the service center and transfers the common service data to the cells. An independent claim is also included for a method for transmitting packet data to transfer service data.
