PROBLEM TO BE SOLVED: To provide a radio-applied block control technology which can increase the number of operations without increasing the cost, and give flexibility to a system. SOLUTION: A ground side narrow band radio communication instrument 200 which uses the narrow band in a spot manner is installed on the ground, not only the block control is performed according to the vehicle position received from a vehicle 300, but also the direct radio communication is performed between the vehicle side and a central control unit 100 by employing a broad band radio communication instrument to perform the required block control. When the system is started, the vehicle is detected by using a broad band radio communicating means such as DoPa (trademark) on the central control unit 100 side, and by collating the result of detection by the broad band radio communication with the result of detection of the vehicle by the narrow band radio communication, a vehicle outside the radio coverage of the narrow band radio communication can be detected, and the reliability of detecting vehicles can be improved.
