PROBLEM TO BE SOLVED: To obtain an urea-containing composition exhibiting high stability and good usability even if incorporated with much urea while substantially excluding water content. SOLUTION: This urea-containing composition comprises urea and one or more hydrophilic nonionic surfactants with an HLB of 8.0-20.0 and preferably including a polyglycerol fatty acid ester. The water content of the composition is≤1.0 mass% (including 0 mass%). Preferably, the composition also contains glycerol. In the composition, at least most of the urea is solubilized.
