PURPOSE: An apparatus and a method for improving the engine efficiency through the voltage stability of a vehicle battery are provided to improve the charging/discharging efficiency of the vehicle battery by supplying regular voltage and current to the vehicle battery according to the change of voltage and temperature. CONSTITUTION: A voltage regulator(10) receives the power from a cigarette jack connected to a battery to regulate and stabilize it. A volume unit(20) controls minutely charging/discharging states in condition suitable to the movement of vehicle. A control unit(40) controls minutely a control signal of PWM(Pulse Width Modulation) for applying stable voltage and current to the vehicle battery. A driving switching unit(50) and a pulse output driving unit(60) output the control signal of the PWM to the vehicle battery to stabilize the charging/discharging states of the vehicle battery. A voltage display unit(70) displays the voltage state of the vehicle battery checked by the control unit(40) so that a driver recognizes the voltage state.
