<p><P>PROBLEM TO BE SOLVED: To prevent the steal or illegal use of a mobile. <P>SOLUTION: A mobile body 15 and an ECU16 respectively hold a registered certificate, a secret key and identification data and after the authentication from an authentication device 14, a mobile 13 becomes available for the first time. The authentication device 14 performs the authentication by using a public key registered between the mobile body 15 and the ECU16 and by making the ECU16 active or inactive in accordance with the result, it is controlled whether or not the mobile 13 can be started.
