PROBLEM TO BE SOLVED: To provide a method for preparing an electrolyte capable of preventing overcharge in an electric double layer capacitor, and the electrolyte. SOLUTION: The electrolyte for electric double layer capacitor comprising an electrolyte, electrodes, and a case for containing them and repeating charge/ discharge within a specified voltage range is conditioned to have such an ion concentration as the electrolyte becomes an insulator at a voltage on the electrolyte side set not lower than the upper limit of the specified voltage range and not higher than a limit voltage.
