PROBLEM TO BE SOLVED: To provide a device, a program, and a program for image processing which can remove isolated point noise fast irrelevantly to the image size of an object to be processed and a computer-readable storage medium stored with the image processing program. SOLUTION: A search range for isolated-point noise is determined from an input image inputted from an image read part 1 and a connection area of black pixels is extracted (rectangularly) for the search range to extract a circumscribed rectangle (S21 to 22). To narrow down candidates for isolated- point noise, the isolated-point noise candidate rectangle is narrowed down by using information on the circumscribed rectangle (S23). Then dotted-line extraction is performed to suppress absence of information (S24). Once the rectangular candidate of the isolated-point noise is determined, the circumscribed rectangle is regarded as a rectangle of interest to decide whether the rectangle is isolated- point noise from the relation between the rectangle of interest and the circumscribed rectangle at its periphery, thereby removing the circumscribed rectangle decided as the isolated-point noise (replacing it with white pixels) (S26).
